WHY KEEP INCIDENT LOGS?

It is not enough for us to know that HMOs/shared houses and other multiple occupancy properties affect neighbourhood living conditions (amenity). We need evidence to prove it. The Incident Log are intended to provide precise records of what happens and how the quality of residents’ lives is affected. They will help provide the evidence we need and they will show what actions are taken, by whom, and whether they are helpful.

EXAMPLES OF WHAT TO REPORT

  • Cellar, garage and loft conversions for extra accommodation [These may or many not need planning permission];

  • Incidents such as groups of HMO tenants shouting in the street late at night, loud music, parties that go on all night, taxi horns, out of hours fireworks

  • Unsocial behaviour by landlords (noise, late night/early morning working, burning rubbish), lack of maintenance and repair (internal and external) of properties

  • Rubbish, furniture, beds, etc. dumped in gardens and on pavements, overflowing wheelie bins;
    Parking problems caused by tenants and/or landlords.

HINTS ON HOW TO FILL IN THE LOG

General: Be clear and precise. To be useful the information needs to make sense

Date/Time: If the incident occurs for any length of time, please specify the period as it will help show the degree of the problem

Location: If you know the source of the incident, please specify. But do not make assumptions if you are not sure.

Description: Try and describe the type of incident. If it was a noise, was it from a house party, shouting in the street, building work etc. radio, etc.?

Effect: Try to describe how the incident affects you physically, or its effect on your way of life.

Report: Was the incident complained about to those causing it, or to the authorities, e.g. Police, Council, University?

Action: Was any action taken to resolve the incident, either by yourself, others, or the authorities?

Accurate: Remember to be as accurate as you can. The credibility of the audit will be affected if the information provided is not accurate.

REMEMBER

Recording incidents in the log will not result in an immediate response. In order to get the appropriate authority (e.g. council, university, police) to act on your information, you must FIRST report all incidents to the them. THE LOG IS NOT A SUBSTITUTE FOR THIS. However, it does include a section where you can report on what actions were taken in response to your information and which can be used to monitor the effectiveness of responses by the appropriate authorities.
