BBC SPD Consultation

Open meeting with City Council Planning officers as part of the public consultation on the revised Building Balanced Communities Supplementary Planning Document (BBC SPD). The NAG held an open meeting as part of the public consultation on the original BBC SPD. After a legal challenge and acting on advice from Counsel, the City Council withdrew the original BBC SPD. The modified BBC SPD again contains policies relating to student HMOs which are intended to help address the imbalance in our neighbourhoods caused by concentrations of student-occupied HMOs. Therefore the meeting was an important opportunity for residents in these neighbourhoods to be told about the revised SPD and to make comments on its contents. The SPD was formally adopted by Nottingham City Council at the beginning of 2006. The present position is that, as a result of a High Court challenge by a local landlord, the Council has decided to defend the SPD and is awaiting further legal moves.

This event was reported in the Nottingham Evening Post. Discussions with Council officers in Planning and Environmental Services (including Public Health and Neighbourhood Services) had highlighted the need for a mechanism by which information from people living in neighbourhoods with HMOs could be gathered, collated and entered into a database so that it is available for research leading to new policies and strategies, and as part of representations to central government, and at planning appeal hearings, etc. The NAG (using information provided by members of the National HMO Lobby in Leeds, Loughborough and Lincoln where amenity audits were already under way, and with input and support from the Partnership Council and New Deal for Communities) has produced an Incident Log and associated notes which residents are encouraged to fill in and return to the Student Strategy Manager at the City Council.

Joint Nottingham Action Group and Nottingham City Council Workshop with UNIPOL

Meeting sponsored and arranged by the NAG in collaboration with Mike Cole, Student Strategy Manager for Nottingham City Council. In addition to members of the NAG, the workshop was attended by: representatives of the two Nottingham Universities, Council officers from Nottingham City Council, Broxtowe and Rushcliffe Borough Councils, Nottingham City Ward Councillors, Police representatives, providers of student accommodation including landlords and their agents. The aim of the workshop was to provide an introduction to the work of UNIPOL in the hope that this would result in UNIPOL establishing a branch in Nottingham.
